landscaping with mulch?

I have an area 6' x 14' under a pine tree where nothing will grow. I'd like to replace the old plastic, mulch, and weeds that are there currently. I live in Minnesota, so snow, rain in the spring/summer and leaves in the fall. Wondering if I can use black plastic (instead of landscaping fabric) and wood chip mulch? My concern is that the inexpensive black plastic won't allow for drainage and the wood chips will get moldy. I considered rubber mulch but it is quite expensive and not sure how my dog will react to it. Any help would be great!

If you want to do it the right way here is what you should do........ get all of that junk stuff out of there and replace the old black fabric with some new fabric...... do not use the plastic it will hold water! Just put fresh fabric down and it will be good to go. next make sure the fabric is clean and there is no dirt on it...or not much anyway... then do not use mulch!!!!!!! Mulch will rot if it's in a lot of water, and also it will discolor and get all nasty. You will have to replace it every year if you want it to look good. Use river rock, sure it costs more but it will never need to be replaced it wont rot or look bad!!!! Plus it will drain water better. :D :D:D:D:D
